Fix warning

Only configure/make creates files in the source dir, and that doesn't need to configure rootcling_tmp / rootcint_tmp.

Update internal version of freetype to 2.6.1 as requested here: https://sft.its.cern.ch/jira/browse/ROOT-7631

Updates PCRE to 8.37 (current upstream version) which can detect PPC64LE
machine.
