  Following a request from ALICE, implement a timer to terminate idle sessions. The timeout
  value is controlled by the variable ProofServ.IdleTimeout (value in seconds). For example,
  to set a timeout of 20 mins, enter the following in the xproofd config file:

       ### Setup an idle timeout
       xpd.putrc ProofServ.IdleTimeout 1200

  The timer is disabled by default.

should not have static storage duration.

Abort whole function bytecode generation when an initialized const
int variable declaration is seen.  The standard allows this to be
used in an array declaration, which is very hard to support for whole
function bytecode generation because we have no place to store the
initializer since we do not allocate storage for variables during
the generation (instead we increment the space needed in the
whole function bytecode special variable).

These two changes together fix savannah bug #68471.

   In TPacketizerUnit, add the possibility to exactly share the number of cycles between
   the workers. This functionality was triggered by a request from roostat and it can be
   useful when this packetizer is used to perform well defined actions on the workers.
   The option can be enabled by calling
           proof->SetParameter("PROOF_PacketizerFixedNum", (Int_t)1)
   before processing.

before, a dictionary called "p" with its #include "p.h" would also suppress the #inclusion of all headers containing "p.h" like RtypesImp.h. Now only the (second) inclusion of the dictionary header itself is suppressed.
Add a comment to newlink that the comment generated in the dictionary is now essential for rootcint to function correctly.
