Move to TStyle static members from TGaxis

Redirect calls to:
* TGaxis::SetMaxDigits()
* TGaxis::GetMaxDigits()
* TGaxis::SetExponentOffset()

Let use these configurations also in TWebCanvas, which has access to
gStyle object
