When the use of cling is enabled, rootcling is used by default to generate the dictionary, however rootcling is not yet completely functional, so introduce the undocumented and very temporary makefile variable ROOT_REVERT_TO_ROOTCINT to allow the use of rootcint to complete a ROOT build (i.e. do make ROOT_REVERT_TO_ROOTCINT=yes)
